Google Play's metadata policy bans ranking, price and promo words, emoji and ALL CAPS in app titles. Fixing them before you submit avoids a rejection.

30 characters. The subtitle is also 30 characters. Both are indexed for search, and Apple weights the app name most.
30 characters. Google reduced it from 50 in 2021 and its metadata policy also bans emoji, ALL CAPS (unless it is your brand) and words like "best", "#1", "top", "free" or "new" in the title.
80 characters. It shows near the top of your listing and Google indexes it for search, so lead with your main keyword phrase.
No. Apple ranks on the app name, subtitle and keyword field (plus things like in-app purchase names), not the description. Google Play does index the full description.
This counter counts characters the way you see them, so one emoji counts once. Some emoji are built from several code points and a store console may count them as more, so leave a little room if you use them.
"Brand: what it does", for example "Habitly: Habit Tracker". The descriptor is what people search for, and keeping it inside 30 characters means none of it is cut off.
